NB: The above listed are only proposed members of the Board of Trustees, and can for the purpose of effective implementation of this fund be reviewed.
MISSION STATEMENT:
The need for a suitable fund to cater for the Academic Facility User fees (AFUF) of constraining students has become more pressing with the passage of time. As the population of university students increases and expands it has become necessary that we develop a sense of collective responsibility for the underprivileged to sustain the interest of university students in their fields of study.
SOCIO-ECONOMIC DATA
- A survey conducted by USAG on the financial status of the over 70,000 university students in relation to the continuous increase in the cost of education shows that :
- Over 60% of university students are unable to make full payment of their fees within the first semester of the academic year.
- Over 60% of students have great difficulty in making payment for accommodation, study books or photocopied versions and feeding.
- Several students are unable to raise funds to make payments to be able to participate in educational trips.
- 90% of financially needy students can perform can perform far better if given some financial assistance to facilitate their studies.(there are some students who even fail some exams because of the mental trauma they go through in raising money to finance their education)
- There are some students who acquire the government’s student loan in order to service other loans they took to finance their education.
- There are students dismissed from universities because of their inability to pay their fees.
A poll conducted by USAG in all the universities gave the following recommendations:
- The need for a fund to take care of the Academic user fee of needy students, whiles the debate against increase in school fees by universities continues.
- A small stipend can therefore not be over emphasized.
MANAGEMENT OF THE FUND
- The Board of Trustees shall set up a Management Board comprising an administrative section and a fundraising section. The functions of the Management Board shall include:
- Fund raising and disbursement of funds, subject to the approval of the Board of Trustees
- Management of the fund
- Interviews and selection of qualified applicants
- Make recommendations on the efficiency of the fund, to the Board of Trustees
- There shall be an administrator of the fund who shall be the head of the Management Board
- The tenure of a member of the Board of Trustees shall not exceed four (4) years.
- The Board of Trustees shall receive the recommendations of the Management Board for consideration.
- The Board of Trustees shall decide on the amount of money to be disbursed in a year and how it will be allocated.
- A bank account shall be opened for the fund with chairman of the Board of Trustees, the USAG President and another member of the board as signatories.
- Final determination of need of an applicant shall rest on the Board of Trustees. The Board of Trustees may call for interviews with applications where necessary.
- The Management Board shall be tasked with ensuring the sustainability of the fund. They shall also give recommendations about applicants to the board of trustees. They shall report directly to the Board of Trustees.
MODE OF APPLICATION
Any undergraduate student who faces genuine constraints in the payment, of fees may apply. Preference may be given to students who have a Cumulative Weight Average (CWA) correlating with a second – class degree, lower division or higher. In the preferred bracket, no favors shall be given on the basis of high academic standing of any applicant.
An interested student shall apply in the form of a letter justifying why he/she should be considered for support. They shall apply through the office of the Students’ Representative Council. They shall pick a form, subsequent to their application letter from SRC Offices.
Where the number of students who qualify for support exceed the amount to be disbursed, there shall be balloting to decide on the beneficiaries.
ELIGIBILITY AND PROOF OF NEED
Among other things, the application form shall contain a column to be filled by a referee. The referee may be either of the following:
- The Headmaster/mistress of counselor from the applicant’s secondary school
- Current Academic Supervisor of the applicant
The list of applicants from specific universities shall be transferred to their respective SRC and department presidents for verification.
The SRCs and department shall contact the University or departmental Registrar’s for information on:
- The applicant’s parents/guardian
- Any other relevant information
The acquired information shall then be brought to the desk of the Student’s Management Board.
The Management Board shall contact the applicant’s referee to establish the credibility of the referee and the genuineness of the applicant’s claim.
The Management Board shall call for an interview with the applicant.
REPORT OF THE STUDENTS’ MANAGEMENT BOARD
- The report of the Student’s Management Board shall include the general findings of the board proceedings of interviews; a list of all applicants and recommendations diligently arrived at.
- The report of the Management Board shall be presented to the Board of Trustees.
- The Board of Trustees shall evaluate the findings and recommendations and make a decision on the fate of an applicant. Where necessary, the Board of Trustees shall recall the applicant for an interview. Based on the decision of the Board of Trustees, the chairman of the Board of Trustees and the USAG President shall jointly sign for funds to be released to the Successful applicant.
- The amount shall cover the full Academic Facility User fee of the Student and a small stipend.
SUSTAINABILITY:
The burden of growth of the fund shall rest on the Management Board with support and advice form the Board of Trustees.
The sources of funding shall include:
- Levies/levies from university students
- Contributions from churches, mosques and other religious bodies
- Individuals, corporate bodies and Non-governmental Associations(NGOs)
- Fundraising activities such (e.g. concerts, dinners,etc)
- Donations and appeals for funds through the media and other bodies
Channels of Redress:
A student who feels wrongfully disqualified may write to the Board of Trustees to seek redress
COMMENCEMENT OF NNOBUA FUND PROJECT
- USAG shall initiate the entire project
- USAG shall see to the set up of the Board of Trustees and an interim management board
- USAG shall initiate activities to raise funds in the absence of a substantial management board and board of trustees
- A separate bank account shall be opened for the fund
- The interim management board shall see to facilitate sources of funds for the project
